Im going to be copying and pasting from instructions I got from templates I bought :)
In Photoshop or PSE-
1. Open the layered .tif or .psd file.
2. Create a copy of the file and work from the copy. This ensures you
won't accidentally save over your original layered file.
3. Choose a kit, papers, elements, photos that you would like to use to
create your layout.
4. Select your paper, element or photo and drag it onto your layout
just above the layer you would like to replace.
5. Create a clipping mask by choosing CTRL-G (in PSE and PS versions
before CS2) or CTRL-ALT-G (CS2). Your piece should now be in the shape
of the layer.
6. Next, merge the two layers together- select the layers, right-click,
choose "Merge layers" or press CTRL-E.
7. Repeat steps 4-7 until you've replaced every element in the
template.
8. Add your own embellishments, title, journaling, rearrange the papers
and create a layout that's uniquely you!

Its pretty easy once u get it. Be sure to ask if u run in to trouble. Templates are a fun way to get inspired. You will love it!

Once you get the hang of templates, they can become awfully addicting. ::yipee::

I am not entirely sure I could really scrap without templates! They make my life so much easier and make my pages look so much better. Plus, Cindy's are some of my favorites!
