Sometimes they can be considered distracting to an image. And other times they can add a certain artistic element that was missing. Sun flares can be used to enhance your images and give them a certain look.
Sun flares are typically diagonal light streaks in a photo and are a result of the light source (usually the sun) light being refracted inside the lens itself. Here's a website with 25 great sun flare photo examples. (http://www.photographyblogger.net/25-excellent-sun-flare-photography-examples/)
